The Bhutan Youth Development Fund Programme Officer will work under the direct supervision of the Director of the Programmes & Skills Development Department, supporting the planning, implementation, and coordination of various programmes and projects. The role requires a proactive, detail-oriented individual committed to youth development and organisational impact.
Key Responsibilities (Terms of Reference):
1. Project Management:
- Develop, implement, monitor, and evaluate projects.
- Prepare grant applications and project reports in alignment with donor requirements.
2. Opportunity Identification & Innovation:
- Actively seek new opportunities to expand or enhance existing programmes.
- Demonstrate initiative and creativity in project design and outreach.
3. Communication & Reporting:
- Draft summary reports for donors and stakeholders, ensuring clarity and accuracy of the information and data.
4. Design & Content Development:
- Support the development of communication materials, including digital content, publications, posters, banners, and videos.
- Collaborate with relevant teams to ensure branding and message consistency.
5. Procurement & Coordination:
- Coordinate with the Finance and Administration Department on procurement, printing, and publication needs related to project execution.
- Ensure documentation and processes comply with donor and internal policies.
6. Compliance & Standards:
- Ensure all project activities adhere to donor regulations and organisational policies.
- Support regular audits and quality checks as required.
7. Partner Engagement:
- Maintain strong coordination with implementing partners, stakeholders, and community-based networks to ensure effective project execution.
- Represent YDF in relevant forums or field visits when required.
8. Program Support & Planning:
- Assist the Supervisor with planning and executing departmental initiatives and long-term strategies.
- Contribute to organisational learning and knowledge management.
9. Monitoring & Innovation:
- Apply innovative approaches in project monitoring, data collection, and evaluation.
- Analyze results and suggest improvements for ongoing and future programmes.
10. General Support:
- Provide additional assistance and perform any other duties assigned by the Supervisor in alignment with the department’s goals.
Minimum Requirements:
- A Bachelor’s degree.
- A minimum of 3 to 5 years of experience in program development, management, or implementation. This experience should ideally focus on youth development, education, or community-based programs.
- Proficiency in standard office software (e.g. Google Suite)
- Familiarity and use of project management tools and design software (e.g. Canva).
- Commitment to the goals and mission of the Bhutan Youth Development Fund.
